Swedish better than Maltese at English

According to a test of the reading, writing and listening levels on 14 to 16 year olds:

Maltese second in English

No disgrace to be second to the Swedish, but still a little surprising in a country where English is an official language used to teach other subjects and with language schools full of foreign people coming there to learn English.

Difficult to judge much about language learning from that without knowing much more about what goes on in Swedish schools, but it does emphasize that the policy of many countries to base working visas for English teachers on the official status of English in their country is completely ridiculous. If governments really want to select teachers by nationality, they should give first priority to proficient speakers from countries where language learning is done properly.
