However, it must also be said that the arguments used by governments for scrapping English in primary schools are at least as weak.
The Danish thinking their English is inadequate compared to other Europeans is also quite surprising.

Very odd this move. Sort of ‘sounds good’ but with no evidence I’m dubious it will make any positive difference. The key as ever is how you conjure up the level of English needed in thousands of elementary school teachers who have secure jobs and not necessarily any motivation to improve. For teaching young children good natural pronunciation and some knowledge of how sounds are made is needed – it’s not rocket science but neither is it just common sense. I can see 80-90% of Danish teachers teaching the children how to pronounce English with a strong Danish accent – which would actually be counterproductive.
